Who is Sin Rostro?

One of the things that has always intrigued me was the Sin Rostro Mystery. As much as I love Jane, it really, really bothers me that Sin Rostro is out there. And is probably someone we already know. I think the prime contender is actually NOT Rafael but ROGELIO! It took him 18 months to get back to Xiomara about his paternity and that timeline fits with Sin Rostro coming back into power.
